The property had been subject to a number of Development Plan (DP) reservations such as public housing, institutions, fire station, hospital, DP roads, etc., and portions of it had been encroached by squatters.
GDS designed a master plan which included total infrastructure development i.e. formation levels of land, road network, surface drainage, sewage disposal system, water supply, electric supply network, etc., and subsequently the planning and design of individual buildings.
A phase programme was also designed for its implementation.
