GDS prepared a Resettlement Action Plan (RAP) and a Community Environmental Management Plan (CEMP) through public participation, for Project Affected People (PAP) as part of the MMRDA's Mumbai Urban Transport Program - II (MUTP-II), a World Bank aided project for the widening of JVLR and APLR.

The assignment included updating existing social, demographic, economic, vulnerable group survey through respective team members, identifying land in the vicinity for possible rehabilitation schemes and to conceive a mechanism to acquire the land and formulate planning and architectural scheme.

The workplan submitted by GDS was rated as no.1 for rehabilitating 8000 PAPs. About 4000 tenements have come to the government totally free of cost. Subsequently MMRDA has continued the same mechanism for additional tenements required for MUTP.
